A resort city genuinely built from scratch

Cancun barely existed before the 1970s, the Mexican government genuinely selected the site and built it deliberately as a planned tourism development, transforming a narrow, largely uninhabited barrier island into the Hotel Zone. That island is shaped roughly like the number 7, with the Caribbean on one side and the calm Nichupté Lagoon on the other.
